The Coalition says this means people in the community can get the message from their own plants so they'll be on their way to the recycling bins.

But it also says it's not enough.

The council recommends the plan also require all recycling bins to be fully operational by March 2018 for small, medium, and large-scale bins.

"It will be hard to find a better way to reduce our waste because this is such a large number of landfill issues that the council have been able to address in only a short amount of time in the three years the program has been in place," said City Minister Chris Hall.

"This is all about the community being part of this, so what we need will include all of their recycling systems up to the moment of recycling.

"And we need to ensure that the centre also has a complete recycling centre that can accommodate the needs of individuals."

The council's first round of recycling, at the heart of its plan, came up today and council was still in the early stages of negotiations.

The decision to create a centre for recycling in the small, medium, and large-scale bins is not new.

The council took an average of 60 requests a day to create a new one out of over 40 recycled bins available.
