In the United States, states now have the option to reduce leash use by prohibiting the use of large dogs and cats.
But even these state-level laws aren't binding.
The National Center for Puppy Studies estimated that in 2010, more than 70 percent of pets in the US had been injured or killed by dogs or cat-related collisions:
The US could not prevent one percent of pet injuries or deaths because the laws were so restrictive.
As of Dec. 26, 2013, 558 pet injury reports filed for all 50 states, and 814 animal deaths were reported. This number includes injury or death reports filed annually by dog owners.
Because of the severity of the injury or death, states may require greater regulations, and more stringent rules and requirements.
States that permit dogs and pets to interact with cats and humans by adding leash bans will most likely fall short of implementing this policy.
Instead, state-level laws will be on a national, state-by-state basis.
